No its not there and i did not search under Programs since this is an Windows Store appso it should be in the Start screen or under the Installed apps list, so here's the problem, 1) When i click on the app, it goes to the download page and says its already installed and there is no option to download or Repair.

The program is likely running in the background. You must end the process manually. If you have a Windows-based operating system, hit Alt-Ctrl-Del to open task manager. The 'Application not installed' error can also occur if the app has been installed to or moved to the SD card, and then the USB cable has been connected, causing the SD card to unmount. Turning off USB storage or moving the app back to internal storage would fix the issue in this case.
I have tried following your steps but it's still not working.
In my App Store it says I can open the app, but it's not downloaded on my phone and won't open.

If I search on my phone, it initially shows up as being downloaded (I see an open button), but when I click it I go to the App Store with a install button (I see the button that says I can download from the cloud). Free mac db app. When I click that, it says the update is unavailable and to try again later.

I had the app on my phone and deleted it then when I went to add it back onto my phone I had this problem.
